Help Activate Stock G1 over WiFi

i entered " adb devices " and then it dosent list any devices
i reboot the phone and then try again and it dose the same thing

Just don't factory reset, and you'll be fine.

It says Unable to start/stop WiFi, i wiped the phone several times and updated the phone to RC29 several times. No luck.
