Help Activation

Hello:

Does anybody know what the activation process does when you dial it to your phone?

Do you know if this enable any services such as sms.

Is there a way to replicate this by loading files instead of calling?

I am using my droid x outside of the US, however I am unable to receive sms from outside my network.
