There are some permission problems, and I'm not well with permissions in linux the reason you can move them with root explorer is because you are... root at the time..
If you want to try to push it you would do this:

in CMD goto the directory whatever you are pushing is at.. lets say your desktop

cd C:\Users\(username)\Desktop\

then it should look like this:

C:\Users\(username)\Desktop>

you type

adb push (file name) (where you want to push it)
Such as
adb push app /system/
or adb push framework-res.apk /system/framework/
