Root Adb Question

I rooted my phone with the droid 2 method and I was having trouble with doing the deodext because adb not working in the command prompts. Well any way I figured if wait till today and reinstall windows with new parts, ssd, water cooling, and couple other things. well after it set up, updatesand all. Well I figured I plug in my X and see how it or if works. Well when I plugged it in installed most drivers but not adb.
So my question is do I need to go though all previous steps to get it back our can I just install an adbdrivers?
