I want to get adb shell, sdk, etc. but I don't know if they would work unrooted. Also I am running out of room (not really) with 10+ GB SD. How can I get Lollipop to use SD instead of emulated? The main thing I want is to have enough room for apps, mp3s, etc. Is it true that there has to be at least 200 MB internal storage? Please advise.

Neither require root to be usable. Whether root is required depends on what you want to do with them.

You can't, not without rooting.

I expect that the precise figure varies by device, but yes a minimum amount of available storage is required by the OS.
