Help Adding Email folders

New to the Galaxy S4. Had an HTC Rezound for close to 2 years and the computer chip fried out. My question is; how do I add folders to the stock email? I have looked it up and all answers say; go to all folder, then click the plus (+) in the upper right hand corner. Therein lies the problem. I do not get a +. I have a coworker that has an S3 and he does have the +? What am I doing wrong or missing? Any help would be greatly appreciated. Thanks in advance!

This feature varies by email type. POP email doesn't support extra folders. IMAP definitely does and I believe exchange accounts do as well.

Thanks. I am using POP for my home frontier (formerly verizon) email account. The Veizon rep set it up for me. I assume I have to use POP and by your answer will be limited to the standard default folders. THANKS!
