Help adding photo to contact

How do I add a photo to a contact, must the contacts list be in the phone only? Presently contacts are in sim.
What happens is I select "set as" in the camera/gallery photo menu & that takes me to "set as contact" but I am then taken to Create Contact. and not to a contact list??

Yeah, you can't add a picture to a contact if it's a SIM contact, only a phone or google one.

Aside from name and number, there's not much data you can attach to SIM contacts so a lot of newer handsets don't give you the save to SIM option any more.
