Help Adding user profiles, creating restricted accounts?

These features from Android 4.3 should be available under settings but are nowhere to be found. Could it be that Samsung has removed them?

I'm actually hating myself for buing this device if those are not available.

This is the exact thing that stopped me from pressing the BUY button just a bit ago. I happened to just notice a little side comment on a review about the Note 2014 not supporting multiple users, so I went to verify this on other sites.

I'm searching various forums now to see if anyone has a work-around before I decide to buy the Sony Xperia Tablet Z instead. These 2 are running neck and neck in my choices right now, and I think the lack of multi-profile may be a deal breaker for me.

I bought mine a week ago. I can tell you that it has multi users (maybe thanks to the update that took place when I first switched the device on.
Anyhow I have created 2 additional users. However, I have not found Restricted Profiles as I have seen on website reviewing Jelly Bean 4.3.

At the moment, I am testing various Parental Control apps but none of them seems to compete with Windows Live Family Safety in term of Parental Control
