If they are disappearing after phone restart.Then
Open Task Manager
In the Ram Manager ,Clear the Level 1 and Level 2 memory.

Else change to a new Launcher like ADW ,911 Panda .

It was covered in seperate thread and the intro thread.You should have checked them first.

When I press "Sym" Button on the keypad, only 12 symbol appear.

How to get more symbols like "=" etc

No method currently to add/edit the Sym key.Partly due to severe lack of Developers using this phone.Remote chance too samsung releasing an update..It gets irritating while using terminal .

I confirm that i've not found a way to type the sign "=" with the physical keyboard. I thought it was due to my french AZERTY keyboard. The sign "=" can be typed with the soft keyboard.

True ,You get every symbol in soft Keyboard.But when usually in terminal when I need an "=" or some other symbol changing the hard to soft to hard interface is a pain.
Just for the kick I had turned the keyboard AZERTY once.

How do I turn on predictive text on my Samsung Galaxy 551.

The QWERTY keypad has a deep meaning .Why use T9 if we have full keypad (The sole reason for buying this phone).If you want predictive input though,replace the default keyboard with Gingerbread,Better keyboard 8, or Swype beta.
