Vodafone has released 2.2 for the Legend, I highly doubt they'll do 2.3 for us. Maybe is you root and get Cyanogen

I don't know anything about the American version's upgrade... I did a quick Google and couldn't find anything. You could head here, on HTC's discussion page on Facebook, where everyone's been talking about it FROYO on LEGEND! | Facebook
If not you could root your Legend and get a custom 2.2 ROM
However, I don't know if you'll need a different rooting guide to me as it's slightly different. Head over to XDA and search around
