If you're looking for the image that can be directly installed on your phone, then you'll have to check with your phone provider, or with the development community to see if it's been ported yet.

android 3.0 can be used on the sdk development kit as fedsmith said above.
but the 3.0 version is coming with the new tablets being released such as the galaxy tab and the motorola xoom (I think) but hasn't been officially been released for an update for any device yet.
