There is a "call" button, even on the account that isn't associated with my cell phone. I haven't tried it, but I might now.

And it still allows you to recieve text messages and voicemail, at any rate. Which would still be useful if your cell died.

True. When I mess something up on my phone my fallback is always gtalk and Facebook messaging for people that need to get a hold of me. I always forget Voice does SMS.

When you click the call button it should just ask you what phone you want called on if there isn't one associated with it already.

If you have Google voice you can make and receive calls from within the Gmail page.
