It IS near stock Android, but there are Motorola enhancements in it and Moto wants to make sure everything works before they make the update widely available. First a limited test drive, then the full soak test, and then deployment. Plus this buys time for developers to get their apps updated to Android M compatibility. Few things worse than losing your favorite app's functionality because it wasn't updated for the latest operating system.

How long does it usually take after a soak test for the update to become public? And would updates after this like .01 updates take as long or no?
