it's an issue with your battery not supplying enough power to flash. Charge your battery, plug it in, or turn flash off before taking a picture. mine will do that anytime the battery is below around %35 above that and it works fine. also as the battery capacity diminishes over time, that number has gone up. it used to flash fine as low as %15-20. A brand new battery pack will work better...
My advice (and what I do) is buy the LG "dock" and extra battery pack. The dock has a slot for charging the pack (that is included with the dock) I NEVER even plug my phone into the USB charger (only for ADB) The dock charges the spare pack faster than my phone uses the first. So when it dies and powers off, I just swap packs. I sometimes even after it shuts off, Power back on a couple times to drain a little bit further, insuring it is most of the way dead. (they won't reach an actual 0.0 volts, if that happens the pack is garbage and won't accept a charge. there's a safety circuit built into them to prevent 0.0v)

also let your battery drain fully until phone shuts off, and Keep the phone off until it fully charges. that is the best way to maintain a battery over time.
Lithium Ion battery packs HATE being %100. dead battery is a low PH (acid) a %100 battery is a high PH. If you keep a lithium ion pack at %100 the high acid literally eats away at the packs internal structure (the cathodes and anodes) and overtime you will lose reserve capacity.
ALWAYS STORE A LITHIUM ION PACK AT %50 when not in use. (like your old phone, laptop ect..) the packs also don't like being stored empty. and most will not take a charge if full dead for a long duration
