Help android/google setup

can anyone help me on how to make my samsung gt i5700 work? everytime i turn the thing on, it goes through the setup for google(the one where you need to press on the android logo) and after i go through all the setup and customizing and restart my fone, i go through the same process again and all previous setup and customization are all gone. any help would greatly be appreciated. also, how can i hard reboot/ restore to factory settings the damn thing? thanks!
