Help "Android is Updating, Optimising Applications"

Lads what's a ota update and how do I make it happen?

My Sensation is acting like a petulant child:

"Android is Updating, Optimising Applications" 42 updates, groan...
Unable to remove application, NONE.
Applications stopping and unable to restart them
Text messages not appearing but being received by my phone. The only reason I know this is because of a Mighty Text, which displays my texts on my pc.
 
Settings, About Phone, Software Updates, Check now. You may not see it depending on which network you're on, or if the phone is branded or unbranded. The updates get pushed out in stages.

I sloved this problem Today.

Yesterday. I patched the poweramp app for full verification with lucky patcher.
I tested some tool in lucky patcher.
It is wipe dalvilk cach and reboot.
It is the start of problem.
When restart . Phone screen shown
Android is upgrading.But Next reboot.Android said starting app .I search the answer of this problem .I found key.

IT is I UNSTALL THE POWERAMP APP AND I SEARCH THE POWERAMP ODEX FILE IN DATA/APP AND I DELETE IT. Reboot. . ...
I Found no upgrading .no starting app .
