Help android market update confusion

so i just got a new nexus S from Telus here in canada and just noticed that they had a had newer version of the android market. when searching for a way to know how to update i found the android market has been at version 3 since the beginning of July. when i first got the phone it did let me update to gingerbread but it kept the market at version 2.3.6. is it just because Canada did not get the go ahead for the market update yet or is my wireless carrier and not Google in charge of the updates?

From what i know ,market was region-dependent ...untill i got the newest version witch i see is not ,so google-it and install the newest version of market you can find.

Plus it may be because of your carrier. If the phone is locked by the carrier ,google is no longer in charge of the updates !
