Obviously this forum might be biased but I would say android as the app support and apps available on windows are not suppose to be great. Also android is such a customizable platform.
It is your decision what you want to get but understand that if you are looking for more support android most certainly has windows beat. I know if you are looking for seamless integration between your phone and your computer then go windows, you can only really take advantage of that with Windows 8 though.
As above, here our answers are going to be quite biased, but coming from a user that's had a windows and android devices.
I would opt to say going for Android. Why?
Windows
-limited market place for windows
-most apps for windows are paid (unless more free apps have come into play)
-not very customizable
-cant replace launcher
-no root access as far as I know
Android
-opposite from all of the above
