Root Android Sdk help?

Hello, Looking to root my eris and have been following the guide but can't seem to figure out exactly what i need to do with the sdk program. For some reason, I can't get into the command prompt in the tools directory, Any ideas on what I'm doing wrong?

On the PC:

Start... Run...(type) CMD (and hit return)

Then, in that black window that pops up, type

CD \AndroidSDK\android-sdk-windows\tools

and hit the return key.
