What's probably happened the software ROM has become corrupted due to poor manufacturing quality, and it has to be re-loaded. Sure you can find the required ROM files by searching "Allwinner a13 rom". Can't post any links here because it looks like any sites hosting the ROM are illegal copyright infringing warez sites.
