Help Android to Croatian-Asking for solution

So here is the problem, I have Acer Liquid E700 E39 bought in Netherlands,which doesnt have Croatian language for choice.

So is there any way to change the version of Android or frimeware to have Croatian translation.Phone isnt rooted but I am willing to root it if neccesary.

Thats odd. All of the android phones I have (bought in France) include Hrvatski as a language choice in the settings. Maybe ask Acer if they have any suggestions.
