android version for release

This GT7.7 tab is supposed to be usable as a phone but everything indicates it will be released with android 3.x. But wasn't 3.x not intended solely for tablets? If it is also a phone, shouldn't it be either 2.3.x or 4.0.x?

Sony Galaxy Tab 7.7 3G version comes with honeycomb and has the ability to make phone calls. No need to be on gingerbread or ice cream.
