The HTC clock is based on Sense. Sense is the UI layer on top of the basic OS of the phone that HTC puts on.
You cannot get the HTC clock unless you run Sense. You cannot get Sense unless you have a HTC device. Even if you decide to use a different launcher, rather than Sense, on a HTC device the option to used the HTC clock is taken from you. For example, if you use Go Launcher on a HTC Evo 3d and so on.
The closest you can get to a HTC animated clock is to use an animated clock package on top of your preferred launcher. Look for animated clock in the Play store. Most of them are the basic version and to use the animated package you have to download something extra. For example, Go Weather for the basic clock, Go Weather Animation Package for the animation portion of it.
Just be warned that they are never going to be as well integrated into the launcher as HTC has it. On HTC the animation is part of the launcher and you can cut in and out of it as you please. The other animations are setup on top of your choice of launcher... What that means is that once you unlock the phone the animation starts and the launcher kinda freezes until the animation runs its full cycle.
