If there is an update available you can update it by going to settings. Then click "About Phone" and then "Software Update". If there isn't an update available then the only way you could update from ICS to Jellybean is by rooting your device. Hope this helps!
Yeah, normal Android updates are pushed out by the carriers on their time schedule, so we're often at their mercy (unfortunately).
