Yeah, it seems that the reason why is because of hardware. The other Nexus devices could probably handle the load it would put on it, but didn't have the hardware necessary for the always listening "OK Google" part. Thus they left the whole thing out. It explains the different build numbers as well (KRT16O on N10 vs KRT16M on N5)Just forced it to update OTA using the services framework trick. Very much stripped down from the Nexus 5 version of KitKat.
