There are no settings on the stock ROM or my Sense ROM to disable crescendo.
There could be an app in the market but I haven't looked for one
My sons Huawei Acsend has the CM7 ROM and it does have the ability to turn off the crescendo.
If you use a music editing software program like Cool Edit Pro, you could increase the db at the beginning of a ringtone and have it trail off back to normal db.
I have an AC/DC ringtone that can be heard for miles!
