I'm guessing you're speaking of the .apk files in the /data/app hierarchy that have a "-1" or sometimes a "-2" suffix on the package name part of the path in them?
If so, that is Android that is placing those "tags" on them when the app is installed (for whatever reason) and has nothing to do with what an app dev does with the package name when they create/name it.
Let us know where you're seeing this (a screenshot would be most helpful
