I've been looking around settings and can't find it but is there a way to change the app drawer to still have the grid type layout (instead of list) but still have a smooth scroll instead of it stopping every screen ?

Unfortunately, HTC took away that ability in Sense 2.1 an up. The only way you can get it now is by using an alternative launcher (Go, ADW or Launcher Pro etc). However using another launcher means you lose some of your fancy HTC Widgets too.
