not an expert here, but have you tried a reboot? I had the same problem with my phone because a bloatware app went crazy and hogged at the memory. after a reboot everything was dandy.

Oh, I tried everything....apparently for the SPH-M950 or the majority of the Galaxy line running ICS there are some things necessary to root in order to free up storage and clean up odex files. Even with root and App2SD utilities I cant move apps to ext sd without Directory Bind, or clean up certain installation files without Lucky Patcher. Both apps I couldnt install, because of the "Insufficient Storage" bug. I wiped to stock, rooted and started over. Thank god I vented my frustration before I threw the phone out the window and put a wrap on it. You would think Android Production, and development would be making memory and storage management, along with app movement easier as versions improve. So far I
