Anyone ever have the warning notification "Application is too large. Needs Wi-Fi connection to download" ? Wi Fi is on and have never seen this message before. Have I altered a setting somehow?

Have you checked Settings->Battery and Data manager? That would be my only guess.

Yep, it's because your data saver is enabled. Go into settings/battery & data manager/data saver and uncheck the box
