Apps themselves request permissions--there's no mechanism for explicitly denying permissions for another app...

Back in the days of 4.2-5.1 there were the "app ops" apps. Since they only worked for a few OS releases, and required root from 4.4 onwards, they are increasingly a historical curiosity, but maybe that's what the OP is thinking of?

I've known/heard that you could disable individual permissions (only with root access, though), but assumed that it was done via re-packing the .apk without the specified permission.
I guess there used to be a setting/flag/toggle on the permissions API (likely the "pm" package manager?) that allowed this without having to re-pack and re-install.
