app to control haptic feedback

I just got a Samsung Galaxy S4 mini, and by default, it hasn't got haptic feedback. (There's no way to switch it on or off in the sound or keyboard settings or elsewhere, googling confirms this.)

Some apps, eg my bank's, have got it and there, it works, but I'd like to get it for the keyboard as well as system menu things and such, in short for all touches.

Is there an app for that?

I suppose the reason Samsung didn't include it is simply because they can, so that the phone isn't too upscale, competing with their other products.

But can't one add it? There's no technical hindrance, after all. No app?

Im on an s3 and it isnt even running samsung operating system anymore but is there stil a setting in Sound called Auto Haptic?
if so, next to the switch, you can tap the actual words "auto haptic" to enter a menu to turn on and off haptic per-app. Dont know if thisl help. Im a haptic fanatik

No, that's the point, Samsung simply didn't include this option for all phones, by (stupid, mean) choice. It's clearly only a software issue, and so app-able in theory. Just don't know if there are any apps around for that.
