I have been using 2 great apps for resizing wallpapers. with this method wallpapers wont scroll (although u can get them to scroll if u resize them according to how many home screens u have)
1- download photo editor by dev.macgyver and image 2 wallpaper by shirobakama724 from the app store.
2 - open any size wallpaper u have stored on ur sd card via ur gallery (gallery ics if ur using megatron 6.04)
3. open the wallpaper with photo editor by clicking on the "share" button and choose photo editor. using photo editor u can crop and resize the image. when resizing choose the "manual" option and make ur image is 320 x 480 size, make sure "keep aspect ratio" is unchecked. when done click "apply" then "save" in the top right corner. when save options pop up choose "png" and save to external SD, click "ok"
4. in ur gallery find the sd card folder and open ur resized wallpaper. click the "share" button again and choose Image 2 wallpaper. scroll all the way down and click the "set as wallpaper" button. click "ok"
5. profit!
with both of these programs u can get any size wallpaper to fit on ur homescreen, with minimal distortion
