Apps for Android 4.0

I have an iPad clone(off brand) with Android 4.0. It seems to offer only a very limited(less than 50j) apps. Is this the result of the tablet manufacturer or of all tablets with Android 4.0? and does Google allow for upgrading - like for Jellybeans? And if so, at what price and would that make a difference in apps?

Alot of times, it's based on the processor the device has, the graphics system and LCD type.

the processor CPU: is aRockchip 2918 1.2GHz, No graphics system listed, but the video format includes AVI, 3GP,MP4,TS,MOV,MKV,RMVB,RM,FLV. Picture Format: JPG, BMP,PNG,GIF Support 1080P Video Display: 7" TFT LCD capacitive multi-touch 800*600
