Help Apps for multiple phones

Newbie question here. If I purchase an app, is it tied to my VZW account, or my phone? My wife and I both have SFs. If I buy an app, can I put it on her phone, too, or do I have to buy it again for her device? If it can be put on her phone as well, free of charge, how to I get it on there? Thanks in advance!
 
Your gmail account. If you buy an app you won't be able to put it on multiple phones the way you want to.

There are website where you can download paid apps for free however and through using Astro File Manager, install them on your phone. Kind of a gray area though.
