Apps Menu - Edit Function

I've just upgraded to the Samsung Note 3 and I have a question about the App menu screen. On my old phone I could sort my App icons by "most frequently used", but I notice I can't do that with the Note 3, so I was trying to edit the menu to put all my favourite icons on one screen, but I can't figure out how to move icons between pages/screens. Now I don't mean moving the icons to the home page or other pages, but the actual App menu pages - does that make sense. Basically, in the Edit feature in the Apps menu you can move apps around on a page or create a new page, but I can't find a way to move them from one page to another. I basically want all my favourites on the first page and everything else on other pages. Can anyone advise me how to do that?

You can't do that on the Note 3 (or on anything running 4.3+, AFAIK).
