Do all android apps work across all Android versions? If I wanted to use an app with my Galaxy Tab 10.1 could I use the same app with my Galaxy SII which runs in a different version of Android?

Welcome to AF.com. The apps generally are designed to work with certain Android versions. The new Android Market can give details on your devices and which apps are compatible with your devices.
In my experience, most apps work fine across devices, but there are always those that do not. It's really dependent on the specific app.
