2 Tap and highlight a Persons name
3 Touch far left menu button and that brings up a small screen in bottom
4 you will see the following small screen; (lousy ascii art next line lol)

5 touch "OPTIONS"
6 RINGTONE is on top, tap that, >>> Assign ringtone <<<
it works!!
I just got the Intercept, I searched and nobody had a real answer to this so I found someone who knew how to do it correctly
To use your own Ringtones, (I saved them as mp3's and they work)
Next, you need to create a "Sound" folder on the SD card if it's not there and the Ringtone Menu automatically picks it up after cycling power off and adds them to the List of Ringtones.
