Root [AT&T] Galaxy S4 major PROBLEM

Hello. Two days ago I tried installing a custom rom and it sat at the downloading screen for more than a hour so I held the home power down button and restarted it. Now everytime I try to open the home up power menu it pulls up the downloading screen with the green android guy. I don't know how to fix it so I can use my regular menu and reset my device. By the way I'm on my galaxy s4 SGH-1337 4.3 JELLYBEAN. please help and feel free to ask any question you need.
 
You can't flash a ROM to 4.3, the bootloader is locked. Bring the phone to the Samsung guys at Best Buy and see if they can help you.
