Root [AT&T] locked network???

I bought this phone at a pawn shop in town and when I put a sim card in it it says network locked. The phone is rooted with factory recovery. It's an att phone with att sim. Anyone know the problem?
 
hello :) i was a (somewhat dev) for the Zte Avid 4g. Made a rom and helped in other areas. anyways i just got this phone myself and checked into this exact same thing. Here are a few links that may help you. When i get more time i will check into making roms for this. Any whooo, here u go.

in order to unlock the carrier you must be on 4.1.1
Downgrading Note 2 from 4.1.2 to 4.1.1

You will, as another said. Have to downgrade to do the on lock code thing. The links he gave you are the instructions on how to do it. However instead of using the factory Roms from that site. I suggest you use this: [HOWTO] [ROOT] No Tripping Flash Counter - [ATT / Bell / Telus / Rogers / Sasktel] - xda-developers
[HOWTO] [ROOT] No Tripping Flash Counter - [ATT / Bell / Telus / Rogers / Sasktel]. These are the factory Roms with root injected. So you do not have to reroot. The best thing is. They do not trip the flash counter either. Read the op for directions. Make sure you get the correct rom for your phone. From there. Its a piece of cake. I did it and now my N2 is unlocked. BTW. These Roms can also be flashed with mobile Odin if you don't have a PC handy. Good luck!
