Root [AT&T] modem for GS4

Noob question....

I rooted my phone with safestrap and was trying to flash a different modem on my GS4. I am on NC1 but have bad reception. I could not find any tutorials on how to flash a modem using safestrap. Is this even possible? I have am AT&T GS4 I337.

The first problem is that safestrap is not a root program. It requires root. Are you sure you're actually rooted? Do you get the safestrap splash screen at bootup?

Yes I am rooted. I get the spalsh screen at startup. Thanks for replying
