AT&T Note 2 Questions regarding the Lock Screen

I have had my AT&T branded Note 2 for about a week now and was wondering how to use the 4 icons on the bottom of the home\main screen (the screen you swipe before the security screen). It seems once I added security those icons dont work anymore unless I do the swipe.

Is there a way to setup those icons to work even if the device is locked? I would like to be able to use the phone and camera even if the device is locked. Is this possible? Can those icons be changed?

Go to settings then lock screen and all the options to enable the icons to be used or changed or to add tickers and enable camera shortcut are there.
