On Tuesday, 23 August, my Inspire showed a notifier saying, "System Update Available". After a little research, I learned it was the much awaited v2.3 release.
I did the backup and make safe dance and sat down to install the update.
Tap-tap, click, whir and the update looked like it was finished.
I carefully turned the phone off, waited briefly, and turned the phone on.
Blink,whir and the phone presented a locked desktop. Instead of the straight time-date bar across the screen it was now a rainbow-curved arc. With great anticipation, I swiped to unlock. Viola! There was my home page.
SADNESS -- After a few seconds, I get an error dialog box.
Pressing either button removes the dialog, but it reappears after a few seconds. The phone appears to be running based on the screen behind the dialog box, but the error dialog is modal and does not permit phone use. In addition, the phone reports "no service" on the status bar and the lock screen.
Aside -- I would love to know what "com.android.phone" does as an application of service on the phone.
AT&T support sent me to HTC support.
HTC support had me tinker without results and then perform a hard reset.
After the reset, the dialog box continued to appear.
HTC Support referred me to Warranty Service.
HTC would "repair the phone" once I shipped it to them.
AT&T will ship a replacement phone by Priority Mail ($14 please).
... and so I wait.

Please tell HTC about this problem.

1. power off the phone
2. press-hold the volume-down button for at least 13 seconds
3. after the wait and while holding the volume-down button,
press-hold the power button
4. wait for a screen to appear
5. use the volume buttons to navigate the menu
6. press power to select "factory reset"
