I have an app called virtual amp by andro IX... it claims to amplify the sounds that get picked up by the mic but the mic picks up so little it is virtually useless but i guess if u had long head phones and place the phone really close to the TV it might do the trick...

All the ones I tried have an echo or several millisecond delay because of the way Android is built. So, unfortunately until they change how Android handles audio from the mic to the speaker. None, will work very well. This is why we have a megaphone app for Iphone but not for Android.
