Yep. The Qualcomm processor gets handed a piece of RAM for the GPU processing, and then a little bit goes for mapping i/o ports to hardware (read - radios, etc etc) and finally a little bit more goes to the Android ramdisk.
The full 768 is there and working for you, but Android can only report on its part.
