Yes, Wi-Fi shuts off on screen off in CM7 and MIUI.
You can enable Wi-Fi sleep but that can cause wake-up lag problems, if I remember correctly.

on the new build of MIUI released by Issac, the WiFi problem should be fixed. If not look through the thread and I'm sure you'll find what you need to fix the problem.
I never fixed the problem in MIUI. The behavior in MIUI should be the same as in CM7.
