Can anyone suggest a free program to re-size pictures to be used as wallpapers?

Microsoft PowerToys for Windows XP

On the right about 3/4 of the way down install image resizer. Lets you right click on pictures-as many as you want-to resize them in standard and custom sizes. I love this program.

You could also use Wallpaper Set and Save right on your phone. It automatically resizes pictures to fit the screen. I have a few PC wallpapers on my phone in various resolutions that I use, and they all look great.

another good free photo editing package is PhotoScape. It allows you to batch edit along with a bunch of other features.
