Battery Charging Issues

I have noticed when I have my phone charging its taking forever to get to a full charge. So yesterday I look and the phone is amber and saying 80% charge after being plugged for over 2 hours so I think Im going to shut the phone down so it charges faster. I turn the phone off the light goes amber for about 2 minutes then I look and its green im like WTF? I turn the phone back on now its saying 100%. Is this a software issue?

Is this the wall charger you are using I assume? I have had mixed results with that charger and stopped using it through trial and error...
