Help Battery % does not change while charging

When I charge up my DX2 .. the % of the battery does not change until I unplug it. For example, say there is 10% left on my battery.I will charge it for an hour and it will still say 10% until i unplug it. Could this be a battery issue, a phone issue or maybe charging cord issue??
 
I called tech support and they reccomended an exchange. I went to the verizon store and the sales guy said "thats just how your phone is"...really....really.....really...To me it seems these sales people dont know poop. So i told them I spoke with tech support and they end up giving me another new phone. Now this new phone, the home and settings buttons are loose. So im gonna take it back for another one. And, i had a screen protector on my first one and they wouldnt even give me another one at the store. They said tech support will mail me one....so far my experience with my first smartphone is not very good
 
I noticed the same thing. I've only had mine since this past Wednesday but the first time I charged it the display never moved past 70%. It stayed on the charger for 90 minutes and I disconnected it and it said 90%.

Does it ever reach 100%?

It also seemed like it took a very long time to charge. My old EV3 Touch would fully charge in under an hour.
 
I have found the battery indicator when you charge the phone when it is off is garbage. After a 3 hour charge (from 10%), I leave it plugged in and turn it on, from there it is accurate and should say fully charged and ready to be unplugged. That is what I have found to be the most accurate way to tell.
 
Mine gets to 100% in just over an hour from 10% if I plug it into the wall. If I use my USB cable, thats an entirely different story. It takes alot longer... given that the USB is relatively low power, I can see why
