Help battery does not reach full

i see the battery level is under 15%, i plug in charger, turn it off
i see the battery icon trying to calculate how much battery left
it shows half full
i turn on phone again, battery is at 50%

which reading is correct?

Check your battery stats in settings that should show you the correct level, you may want to try recalibrating the battery to see if that fixes the issue
 
i charged the battery to 100%, it says to unplug the charger
but when i turn off the phone, the battery icon is not quite full yet
is this a bug?
